EXPRESSION OF INTEREST
Tanathi Water Services Board is a state parastatal under the Ministry of Environment, Water & Natural Resources.
TAWSB is one of the eight Water Services Boards established in Kenya within the framework of Water Act 2002. Its mission is to ensure provision of potable, reliable, affordable and sustainable water and sewerage services to our customers in collaboration with stakeholders through leasing, development, continuous improvement and expansion of facilities and contracting Water Service Providers.
1.CONSULTANCY SERVICES FOR CONVEYANCE SERVICES, THWAKE MULTIPURPOSE DAM PROJECT
The Objective of the Consultancy
The objective of the conveyance services is to facilitate the acquisition of land from individual /institutional land owners whose parcels of land would be affected by the Thwake Multipurpose Water Development Project.
The Scope of work in the Consultancy will included but not limited to:
The scope of the assignment will involve identification of all parcels to be affected partially or wholly acquired and execution of all land transactions to completion; that is the Board finally obtaining the legal titles of the identified and acquired parcels of land.
The scope of the assignment involves carrying out land title and any other land transaction with the aim of ultimately transferring the titles of all land identified for partial/whole acquisition for the project development. This will be followed by development and execution of legally binding compensation Agreement(s) between the registered rightful owner of the main land and the respective subdivision beneficiaries.
2.CONSULTANCY SERVICES FOR CAPACITY BUILDING AND TRAINING ON LIVELIHOODS FOR PAPS IN THE RESSETLEMENT ACTION PLAN (RAP). THWAKE MULTIPURPOSE DAM PROJECT
The Objective of the Consultancy
The objective of the consultancy service is to carry out comprehensive consultation with the affected stakeholders aimed at generating a strategy for livelihood restoration for ease of the pending compensation and resettlement process of the PAPs. Constitute a committee of community representatives to serve as a focal point for consultations on the types of assistance proposed “by resettlement planners as well as for subsequent participation of the community in the Planed implementation of the RAP.

The scope of the assignment will involve mobilization, sensitization, preparation of joint work programmes and guiding the RAP implementation in liason with other consultatncies.
Establish community RAP implementation committees within the affected districts that shall represent PAPs (Project Affected Persons).
3.SURVEYING, STRUCTURING AND FORMALIZATION OF THE INFORMAL LAND SUBDIVISIONS LAND AND ASSET VALUATION
The Objective of the Consultancy
This consultancy purposes to structure and formalize all the informal subdivision of land within the THWAKE multipurpose Dam project area in a mode that is acceptable to the Persons Affected by the Project (PAPS) yet legally bidding to the extent that the Board will satisfactory execute the compensation agreements as it acquires the requisite land. The ultimate aim is to ensure that there is an acceptable and smooth transfer of all the acquired land parcels from the PAPS to the Tanathi water services Board.
The Scope of work in the Consultancy will included but not limited to:
The scope of the assignment will involve identification/confirmation of all Parcels of land within the project area that are subject of informal subdivision. For each main parcel, it will verify the actual concerned PAPS and their proportionate level of benefit. This will be followed by development and execution of. legally binding compensation Agreement(s) between the registered rightful owner of the main land and the respective subdivision beneficiaries. The agreement will specify the entitlements due to each of the respective concerned PAPS using a process that is social-economically acceptable and legally secure.
•Tanathi Water Services Board (TAWSB) (herein called the “client” )now invites consulting firms to indicate their interest in providing the above services .Interested firms must provide a statement of capacity and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).
. • A short list of qualified firms will be compiled in accordance with the procurement law and procedures.
•For submission of Request for Proposal, the client shall issue term of reference (TOR) to the short listed firms.
•Tanathi Water Services Board (TAWSB) now invites eligible and qualified consultants to indicate their interest in providing the services.
•Interested firms shall submit their “Expression of Interest “in sealed and clearly marked on the outer envelope for the various indicated consultancies.
