Title: PREPARATION OF WATER DISTRIBUTION MASTER PLANS FOR WATER SERVICE PROVIDERS (5 WSPs) IN MOMBASA, KILIFI, TAITA TAVETA AND KWALE COUNTIES

The Government of Kenya has received financing from the International Development Association (IDA) towards the cost of the Water and Sanitation Service Improvement Project- Additional Financing (WaSSIP – AF), and intends to apply part of the proceeds for consulting services.
The consulting services (“Services”) include:-
Desk study of all available documents for the existing distribution network of Mombasa, Kwale, Malindi, Kilifi Mariakani and TAVEVO water companies;
Carry out fieldwork for data validation, diagnostic surveys, verifications, identification of the landmarks etc, all as may be necessary. This will include site visits to the proposed Mwache dam, Kwale, TAVEVO, Mombasa, Malindi and Kilifi Mariakani Water companies;
Estimate population and water demands for the WSPs considering the planning horizon years of 2020, 2030 and 2040;
Estimate the Water supply resources available to each WSP including the proposed Mwache dam, existing sources (Mzima, Baricho, Tiwi, Lumi and Marere) and other future sources which will correspond to the planning horizon years 2020,2030 and 2040;
Prepare a prioritized distribution network investments for each WSPs scheduling and assembling prioritized capital investment packages all in accordance with World Bank procedures and guidelines. The consultant will disclose the basis for and assumption made in arriving at such estimates;
Prepare preliminary designs and cost estimates for all the master plans;
Undertake Environmental and Social assessment studies for each WSP investments;
Undertake an economic and financial studies for all the master plans to establish feasibility of the investments;
Undertake stakeholder consultation workshops for each WSP and present the draft distribution network master plans;
Prepare an Implementation log frame of the investments in each WSP;
Prepare distribution network master plans for all the 5 WSPs;
The assignment is estimated to take twelve (12) calendar months.
The Coast Water Services Board (CWSB), a state corporation under the Ministry of Environment, Water and Natural Resources (MEW&NR), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
Experience in similar assignments.
Experience in similar conditions.
Availability of appropriate skills among key staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Cuidelines.Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants} by World Bank Borrowers. January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines
