1.   The Government of the Republic of Kenya has received a loan from Japan International Cooperation Agency (JICA) towards the cost of the Mwea Irrigation Development Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Development of Resettlement Areas for Mwea Irrigation Development Project.

2.   Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans published in April 2012, and is open to all Bidders incorporated/registered in Kenya, as defined in the Loan Agreement.

3.   The National Irrigation Board (NIB), a government parastatal under the Ministry of Agriculture, Livestock and Fisheries, (hereinafter referred to as “the Employer”) now invites sealed bids from eligible Bidders for the design and construction of resettlement areas of:

The works to be carried out under the contract shall, except as otherwise provided in this contract, comprise the design and construction works necessary for the development of resettlements areas in AHITI Ndomba and Gathigiriri in nine (9) months.

The works to be carried out by the contractor under this contract are generally listed as follows, but are not necessarily limited thereto:

Design Works

Survey and detailed design of roads; irrigation canals and related structures; water supply system; sanitation facilities; electrical power supply system; public facilities; landscaping works, etc.

Civil Works

a)   Site clearing and grubbing : clearing, grubbing and removal of all vegetation, bushes, trees, roots, shrubs, etc.;

    b)   Road works: Construction of gravel roads including side drains & culverts etc;

c)   Irrigation Works: Construction intake and sedimentation basin, diversion weir and intake facility, pipelines, irrigation canals and related structures, and in-field system; and

d)   Water and Sanitation Works: Construction of water supply system including water treatment facilities, tanks, distribution pipes and water points. Construction of sanitation facilities including pit latrines and septic tanks, and related ancillary works.

Electrical Works

a)   Extension of 11 kV power cable to the transformer, H-pole transformer mounting structure, distribution lines to the buildings, road lamps, installations of new transformers etc.; and

    b)   Installations of power to classrooms of the primary schools & new cattle cleansing facilities.

Public Facilities

Construction of additional classrooms and improvement of existing classrooms of the primary schools,construction of cattle cleansing facilities, etc.

Landscaping Works

Selection of trees and planning of landscaping, planting of trees, shrubs, herbaceous plants, flowers arai ground covers, etc.

b)   This description of the works is not necessarily complete and shall not limit the work to be carried out by the Contractor under this contract.

c)   The Contractor is recommended to visit the site at his expense and he shall be deemed to have acquainted himself therewith as to the nature and position, means of access etc,

4.   A pre-bid meeting will be take place at Mwea Irrigation Settlement (MIS) Scheme Office at 1000 hours local time on 1st October 2013. A site visit to the resettlement areas in AHITI Ndomba and Gathigiriri will also be conducted after the pre-bid meeting.

5.   Interested and eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of Procurement and Supplies Unit of the Employer at the address below during working hours (0830 – 1700 hours) Mon-Fri. except public holidays.

6.   A complete set of Bidding Documents in English may be purchased by interested Bidders on tHe submission of a written application to the address below and upon payment of a non-refundable fee of KES 1,000.00. The method of payment will be by cash. Bidding documents will be collected by bidders.

7.   The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Standard Bidding Documents under Japanese ODA Loans for the Procurement of Small Works.

8.   Bids must be delivered to the address below on or before 1200 hours local time on 4th November 2013 and must be accompanied by a bid security of Five Million Kenya Shillings Only (KES 5,000,000/=). Electronic bidding shall not be permitted.

9.   Bids will be opened in the presence of bidders’ representatives who choose to attend at 1215 hours local time on 4th November 2013 at Nile Basin Board Room, NIB Compound, Lenana Road, Nairobi, Kenya.
