Lot 2: Individual Consulting Services for Preparation and Implementation of Re-Settlement Action Plan (RAP) and Environmental and Social Impact Assessment (ESIA) Report for Suswa and Kapindaram Water Supply Schemes in RVWSB

The Lake Victoria North Water Services Board (LVNWSB) has received grant financing from the World Bank toward the cost of the Water and Sanitation Service Improvement Project -Additional Financing (WaSSIP- AF) under Drought Mitigation Programme, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the following:
Lot I: Kwanza and Kapenguria Water Supply Schemes
LVNWSB intends to carry out expansion and Rehabilitation Works for Kwanza Water Supply Scheme that serves Kwanza, Sitikho, Kolongolo, Luuya and Keiyo centres in Trans Nzoia County. Similarly, RVWSB Intends to rehabilitate and expand Kapenguria Water Supply system that serves Kapenguria and Makutano Townships in West Pokot County.
Lot 2: Suswa and Kapindaram Water Supply Schemes
RVWSB Intends to rehabilitate and expand Suswa and Kapindaram Water Supply systems to enhance water supply provision to the residents of the two towns.
Suswa Water Supply System is located in Naivasha, Narok and Kajiado Sub-counties while Kapindaram Water Supply System is situated about 100 Km North of Nakuru town and located n Koitumet sub-location, Koibos location, Mogotio Sub-County n Baringo County.
Designs for these works (Lot I & Lot 2) are being carried out by other Consultants. Therefore the Individual consultant for ESIA & RAP will undertake the following tasks:
a. Prepare an Environmental and Social Impact Assessment (ESIA) documenting the present condition of the environment (bio-physical and socio-economic) and identifying the positive and negative impacts that may result from the design and construction of the project and in so doing, to address the necessary environmental mitigation and monitoring measures in an Environmental and Social Management Plan (ESMP).
b. Prepare a Resettlement Action Plan as a separate document that will record cases of impacts on persons, loss of assets, loss of sources of livelihood and interruption of social networks for the proposed Project.
3. The LVNWSB now invites eligible individual consultants
(“Individual Consultant”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The short listing criteria are:
For all the Lots
The Consultant should possess at least a Bachelors degree in Project Management or Civil Engineering or Social Sciences or Land Economics or Land Survey and be registered as a Consultant with a current practising professional licence with at least ten working years, five of which should be as a registered consultant. The Consultant should have successfully completed three assignments of similar complexity and nature.
4. The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 201 I) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
5. Individual Consultant will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Consultant Guidelines. Individual consultant may apply for one or both LOTS separately.
