The Government of Kenya (GoK) has received financing from the World Bank’s International Development Assistance (IDA) towards the cost of the Kenya Petroleum Technical Assistance Project (KEPTAP) whose overall objective is to strengthen the capacity of the Government of Kenya to manage its petroleum sector and wealth for sustainable development. It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of consultancy services to carry out independent audit of petroleum costs in Tullow Oil Kenya BV Production Sharing Contracts. The consultancy will run for a period of 6 months.
Objective
The consultancy firm will carry a comprehensive audit of Tullow Oil Kenya BV costs, classify the costs as appropriate into qualifying / non-qualifying as per the PSC agreement.
The scope of the assignment will include but not limited to:-
Carry out a comprehensive independent audit of costs in all Tullow blocks giving top priority to costs in blocks 10BB and 13T with a view to clearly distinguish between recoverable costs and non-recoverable costs and confirm that the recoverable costs are within acceptable petroleum industry standards and prevailing market rates
Develop in-house Audit Capacity within Ministry and other government Ministries (approximately twenty staffs) and by setting up & executing a process of knowledge, expertise and skills transfer during the cost Audit. The audit process capturing international best practices should be documented for future reference.
Any other area of emerging audit techniques and procedures
The Ministry of Energy and Petroleum (MoEP) through the Project Management Unit (PMU) (Client) now invites Eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria “are: Demonstrate in-depth international expertise, local and regional knowledge in auditing of upstream petroleum costs. 10 years of experience in contract compliance review and cost recovery auditing with the experience in advising Nations & Governments on Petroleum contractual cost compliance and its fiscal implications. At least three (3) projects in auditing of upstream petroleum costs of International Oil Companies (IOC) and proven experience in similar environment preferably in Africa.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality & Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
