1. The Government of Kenya has received financing from the World Bank (IDA) towards the cost of Water and Sanitation Services Improvement Project – Additional Financing (WASSIP-AF) and intends to apply part of the proceeds towards payment under the contract for Eldoret Water Supply Project Ellegirini Pipeline and Expansion of Kapsoya Treatment Works
2. Lake victoria North Water Services Board now invites sealed Bids from eligible Bidders for the Eldoret Water Supply Project Ellegirini Pipeline and Expansion of Kapsoya Treatment Works. The Works consist of:
a) Raw Water Pipeline from Ellegirini Dam to Naiberi and Kapsoya Water Treatment Works and comprising of:
i) 5.2km length of 400mm dia. Ferrous Pipes
ii) 11.2km length of 350mm dia. Ferrous Pipes
iii) 0.2km length of 150mm dia. Ferrous Pipes
iv) Associated Pipeline Appurtenances including Air Valves, Washouts and Chambers
b) Rehabilitation of Existing Kapsoya Water Treatment Works to restore its original Design Capacity of 3,500myd.
c) Expansion of Kapsoya Water Treatment Works by an additional capacity of 3,500mVd. Expansion Works comprise of construction of:
i) Chemical Storage, Mixing and Dosing Building
ii) Inlet Works comprising of Stilting Basin and inlet Channel
iii) Sedimentation Tanks, vertical Hopper Bottom Type (3 Nr)
iv) Rapid Gravity Sand Filters (3 Nr)
v) Chlorine Mixing and Dosing Building
vi) Elevated Backwash Water Tank of capacity 100m5
vii) Backwash Water and Sludge Lagoon
viii) Sludge Drying Beds (2 No)
ix) Associated Electrical and Mechanical Works
x) Site and Ancillary Works comprising of Fencing, Drainage, Access Roads and Works Pipelines.
d) Construction of Naiberi Water Treatment Works of capacity 2,000m3/d and comprising of:
i) Chemical Storage, Mixing and Dosing Building
ii) inlet Works comprising of Stilling Well and Chemical Dosing Channel
iii) Flocculation Basin – Gravity Type (1 Nr)
iv) Sedimentation Tanks – Horizontal Flow Type (2 Nr)
v) Rapid Gravity Sand Filters (2 Nr)
vi) Chlorine Storage, Mixing and Dosing Building
vii) Treated Water Tank of capacity 500m
viii) Backwash Pump House
ix) Elevated Backwash Water Tank of capacity 100m.
x) Miscellaneous Building Works including Operator’s Office, laboratory and Store, Staff Houses (4 Nr) and Guard House.
xi) Associated Electrical and Mechanical Works
xii) Site and Antiftary Works comprising of Fencing, Drainage, Access roads and Works Pipelines.
a) Water Distribution Network to Kipkorgot, Islamic Centre, Duka Moja and Naiberi comprising of:
i) 8i!km length of 200mm dia. Ferrous Pipes
ii) 0.9km length of 160mm dia. uPVC Pipes
iii) 3.7km length of 110mm dia. uPVC Pipes
iv) 6.3km length of 90mm dia. uPVC Pipes
v) Associated Pipeline Appurtenances including Valves, Meters, Air valves, Washouts and Chambers
The Construction period is 20 Months.
1. Bidding wit) be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods under IBRD Loans and IDA Credits & Grants by World Bank Borrowers for Procurement of Goods, Works and Non-Consulting Services issued in January 2011 and revised in Jury 2014 (“Procurement Guidelines”), and is open to ail eligible Bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest
2 Interested eligible Bidders may obtain further information from the address specified below and inspect the Bidding Documents during office hours from 0800 hours to 1700 hours local time from Monday to Friday, except during lunch hour (1300 hours to 1400 hours), weekends and public holidays.
3. A complete set of Bidding Documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of KSh. 1,000 (Kenya Shillings One Thousand only) or equivalent in a freely convertible currency. The method of payment will be Cash or Banker’s Cheque. The Bidding Document will be collected from the below address upon production of a purchase receipt
4. A Pre-bid meeting shall take place at Eldoret – ELDOWAS Offices on 14* October 2015 from 09.00AM East Africa Time and Bidders are invited to attend at their own cost
5. Bids must be delivered to the address below on or before 12.00 Noon East African Time on 3rd November 2015 The packages should be dearly marked; Eldoret Water Supply Project Ellegirini Pipeline and Expansion of Kapsoya Treatment Works, Contract No.: LVNWSB/WASSIP-AF/WRK/KAP-ELEG/ 02/15. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who choose to attend at the address below on 3rd November 2015 at 12.05PM East African Time
6. All Bids must be accompanied by a Bid Security in the form of an unconditional Bank Guarantee of KSh. 10,000,000 (Kenya Shillings Ten Million) or equivalent amount in a freely convertible currency.
