KENYA RURAL ROADS AUTHORITY
INVITATION TO TENDER
REQUEST FOR PROPOSALS FOR CONSULTANCY SERVICES FOR FEASIBILITY STUDIES AND DESIGN REVIEW

Proposals are hereby invited from eligible consulting Engineering firms registered with the Ministry of Roads under Categories A or B to carry out feasibility Studies and Design Review of the following road and bridge projects.
 

1)      Feasibility study of Kiserian – Isinya Road (D523)
The consultancy services to be undertaken comprise mainly but not limited to the following:-
i)                    Review of existing data on the proposed reconstruction of the road project
ii)                   Collect, study and evaluate social, economic, environmental and physical data and activities in the project area necessary in the improvement of the road project
iii)                 Evaluate the  preliminary road design proposed in the engineering report and consider the effects of the safety  comfort and convenience of the road users
iv)                 Undertake ECONOMICS Feasibility study to establish the viability for the proposed reconstruction of the road project.
 
2)      Design Review and Feasibility Study  of Sigiri Bridge and Approach Roads (R43)
The consultancy service to be undertaken comprise mainly but not limited to the following:-
i)                    Review of existing data on the proposed construction of the Bridge and Approach Roads project.
ii)                   Collect, study and evaluate social, economic, environmental and physical data and activities in the project area necessary in the development of the project
iii)                 Undertake Economic Feasibility study to establish the viability for the proposed construction of the Bridge and Approach Roads Project.
iv)                 Review the design of the Bridge and Approach Roads to ensure that they are constructed to the required standards.
 

The detailed scope of  works are specified  in the Request for proposals document for each project which may be obtained from the  procurement manager at Blue Shield Towers, 10th floor during normal working hours upon payment of a non refundable fee of Kshs. 5, 000 (Five thousand only0 in Bankers cheque payable to Kenya Rural Roads Authority.
 
a)      The following MUST  be submitted together with the proposals(s):-
i)                    Proof of Registration with the Ministry of Roads under category  A or B
ii)                   Copies of PIN and VAT registrations
iii)                 Copy of current valid Tax compliance certificates
iv)                 List of names and CVs of proposed key personnel accompanied by certified copies of certificates and testimonials as evidence of their professional qualifications.  The CVs must be recently signed by their owners on or after the date of this invitation.
v)                  Similar previous experience of services carried out.
vi)                 Current workload for similar assignments in infrastructure projects
vii)               Litigation history
Failure by consultants to submit any  of the above requirements shall result to disqualification.
 
b)      Consultants are advised  to submit the Request  for proposals documents for each project separately.  A consulting firm can apply for any or both of the advertised assignments.
 
Completed Request for proposals  documents for the consultancy services should be submitted to the authority in plain sealed envelopes and clearly marked with the   description:  “Request for consultancy services for Feasibility Study of Kiserian – Isinya Road (D523) or the Design Review and Feasibility study of Gigiri Bridge and Approach Roads  (R43) as the case  may be and addressed to:-

Or be deposited in the tender box on the 6th floor Blue Shield Towers, Hospital Road, Upper hill Nairobi so as to be received on or before 11. 00 am, 18th September 2012.  Opening of the proposals will take place immediately thereafter in the presence of bidders or their representatives who choose to attend.
 
 The Authority reserves the right to accept or reject any proposals in whole or in part and is not bound to give reasons for the decision.
