Ministry of Local Government Tender: Proposed rehabilitation / Reconstruction of Kabarnet Storm WATER Drainage systems and ASSOCIATED WORKS, Closing Date 31/10/2012

INVITATION TO TENDER

 
Ministry of Local Government invites sealed bids form eligible contractors registered with the ministry of Roads category d and above for civil works, for the following works.

Description; Proposed rehabilitation / Reconstruction of Kabarnet Storm WATER Drainage systems and ASSOCIATED WORKS

Qualification criteria
Apart from the minimum registration category, only contractors meeting the criteria below as a minimum which should be demonstrated by producing relevant evidence at the time of submission will be considered:

i) Certificate of Incorporation / registration
ii) VAT and PIN registration certificates
iii) Valid Tax Compliance Certificate From KRA
iv) Submit a bid bond in form of an insurance or bank guarantee form a reputable and recognized financial institution of 2% of the quoted tender sum valid for a period of 30 days after bid validity
v) Compulsory site visit on 22nd October 2012 certificate of site visit (Attached in the tender document) will be signed by an authorized officer as evidence for the site visit.
Other requirements
a) Proof of works or project of similar magnitude and complexity previously undertaken in the last five years
b) Proof of adequate equipment and personnel necessary to undertake the works for the key personnel, attach curriculum vita (CVs) and certified copies of testimonials and certificates
c) Proof of sound financial standing average annual turnover of not less than Kshs. 60 million and access to bank credit line of not less than Kshs. 15 million. Attach copies of audited financial statements Accounts for the last three years.
d) Proof of bidder’s ability to fund the construction works in accordance with the approved programme for the first three months before the first payment is released by the Employer.
e) Prospective bidders should not have more than three projects with the ministry that are ongoing.
f) List of government contracts (if any) so far undertaken that went into arbitration and / or litigation
 
There will be compulsory pre-tender site visit on 22nd October 2012 at 10. 00 am to all interested bidders. Those bidders who miss the site visit on the said date should make prior arrangements with the office of the Director, Urban Development Department and the respective County Clerk to be shown the site.
 
Bidding documents with detailed specifications may be collected form the procurement office, Jogoo House A Nairobi, 2nd floor, Room 257 upon payment of nonrefundable fee of KSHS. 5, 000 in form of cash of banker’s cheque in favour of: the Permanent Secretary, Ministry of Local Government, at the cash office on 1st floor.
 
The bids one original and one copy in plain sealed envelopes bearing the name of the tender and number but without indication of tenderers name should be addressed to:

The bid documents should be deposited in the tender box marked Ministry of Local Government situated at Jogoo House A 1st floor so as to be received not later than 31st October 2012 at 10. 00 am.
 
Bulky documents that cannot fit in the tender box can physically be delivered tot eh Confidential Registry situated on 1st floor room No. 130 and clearly indicated on the envelope, “Do not open before 31st October 2012 at 10. 00 am”
 
Submitted bid will be opened in the Conference room on 1st floor, Jogoo House A soon after the closing date and in presence of tenders who may wish to attend. Bids shall be valid for a period of 120 days after the bid opening.
