Design, review, feasibility study detailed engineering designs, and construction supervision of the small towns batched as lot 1: Pallisa, Busia, Ngora – Nyero – Kumi and Lot 2 Rukungiri, Katwe – Kabatoro and Kiboko Procurement Ref No: MWE/SVCS/12-13/01478
This request for Expression of interest follows the General Procurement Notice of this project that appeared in the UN Development Business online (UNDB Online – GPN No. WB2813-08/12) ON 22N African Newspaper on 3rd September 2012.
The Government of the Republic of Uganda has applied for financial aid from The World Bank towards the cost of Water Management & Development Project and intends to apply part of the process for eligible payments under consultancy services for design review, feasibility study, detailed engineering designs, and construction supervision of the small towns.
The consulting services (the services) include design review (where applicable) feasibility study, detailed engineering designs, and conduction supervision of the small towns batched as Lot 1: Palisa Busia and Ngora – Nyero Kumi and Lot 2: Rukungiri Kawte – KABATORO AND Koboko
The project implementation period is 60 months and the assignments are expected to commence in July 2013.
The ministry of Water and Environment now invites eligible consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the service (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff s proof of legal status, knowledge and specific experience, training, monitoring and impact evaluation, promotion of private sector participation).
The short listing criteria is not ,limited but, will include experience in at least 5 similar assignments of which 2 should have been in sub-Saharan Africa and presence of appropriate skills among staff in the areas of project/contract management, water /hydraulic /sanitary engineering, civil mechanical /electrical engineering sociology, surveying and water an sanitation infrastructure projects supervision.
The attention of interested Consultants is drawn to the paragraph 1.9 of the World Bank s Guidelines: selection and employment of Consultants (under IBRD Loans and IDA credits & Grants by World Bank Borrowers (JANUARY 2011) (Consultants Guidelines’) setting for the World Bank Policy on conflict of interest
Consultants may associate to enhance their qualifications. The form of association where applicable, should be indicated in the expression of interest.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCB) method set out in the Consultants Guidelines.
Expressions of interest (One original plus five copies) must be delivered in a written form to the address below.
The packages must be clearly marked “Expression of interested for design Review (where applicable, Feasibility study, detailed engineering designs, and construction supervision of the small towns in Lot ….” The consultants should indicate the Lot for which the EOI is being expressed. Consultants expressing the interest in more than one lot should demonstrate the capacity in terms of experience and skills to handle 2 assignments simultaneously.
Written Expression of Interest must be delivered to the address below (in person, or by email, or by fax, or by mail) by 11. 00 hours 2nd October 2012.
