Graduating with an engineering degree proves that a person has completed an academic programme. Professional registration answers a different question: has that graduate developed enough supervised, documented and assessed competence to take responsibility for engineering work that affects the public? Kenya’s system separates those stages deliberately.

Kenya Engineer’s earlier registration guides, published in 2014, 2015 and 2016, remain among the publication’s most useful career resources. The legal foundation has not been replaced: the Engineers Act, 2011 still establishes the Engineers Board of Kenya (EBK) and the principal registration categories. But the process around that law is now materially different. The Engineers Rules, 2019 formalised requirements; applications and payments have moved online; report templates and pre-submission support are more structured; EBK has expanded interview capacity; a 36-month Graduate Engineers Internship Programme has matured; and a gap/conversion pathway has been introduced for some B.Tech graduates.

This guide brings those developments into one route map. It is written for students, graduate engineers, employers and mentors. Because forms, fees and portal steps can change faster than the law, every applicant should still check the current EBK and Institution of Engineers of Kenya (IEK) pages before submitting.

First understand the institutions

EBK is the statutory regulator

EBK is established under the Engineers Act, 2011. Its mandate includes registering engineers and engineering consulting firms, regulating professional engineering services, setting standards, accrediting engineering programmes and developing engineering practice. Registration and a valid licence are therefore legal permissions, not simply professional-club membership.

IEK is the professional institution

IEK is the learned and membership body through which engineers build professional networks, undertake continuing development, receive interview preparation and progress through membership grades. The Act makes corporate membership of IEK a condition for registration as a professional engineer. In practice, the EBK and IEK journeys must be planned together rather than treated as competing registrations.

Engineering technologists and technicians follow a different law

The Engineers Act route described in this article is for engineers. Engineering technologists and technicians are regulated under the Engineering Technology Act through the Kenya Engineering Technology Registration Board. A Bachelor of Technology title should not be assumed to qualify automatically as an engineering degree for EBK purposes; candidates should use the recognised pathway applicable to their qualification.

The registration ladder

Step zero: verify the degree before joining it

The most consequential registration decision may occur before the first university lecture. EBK accredits programmes, not universities in the abstract. Confirm the exact programme title, campus and accreditation period against the current EBK list. A university may offer several engineering programmes while only some are accredited, or a programme’s approval may apply to particular cohorts.

Do not rely solely on an admission letter, prospectus, social-media advert or the fact that earlier graduates were registered. Save a copy of the accreditation status that applied when you enrolled and keep admission, transfer and transcript records. If the qualification is foreign, expect EBK to require transcripts and direct university contact information so that equivalence and authenticity can be assessed.

Step one: register as a Graduate Engineer promptly

Section 18 of the Engineers Act makes a person eligible for graduate registration if the person holds an engineering degree from a recognised university, or another qualification determined by the Board, and is a Kenyan citizen or permanent resident. Rule 4 of the Engineers Rules, 2019 requires the prescribed application, certified degree evidence and proof of citizenship or permanent residence.

The 2019 statutory form lists two coloured passport photographs, certified copies of the degree, O-level/KCSE certificate and identity document; foreign graduates are asked for certified transcripts and university contacts. The statutory application fee shown in that form is KSh 4,000. EBK now offers online services through its portal/eCitizen service, so applicants should follow the live checklist and payment instruction rather than an old bank account copied from a blog.

Apply soon after graduation. Under the present framework, the cleanest evidence is supervised experience gained while properly registered as a Graduate Engineer. Delaying registration can complicate the chronology, leave annual obligations unattended and make an employer less likely to place the graduate inside a formal development structure.

Step two: join IEK at the appropriate grade

IEK’s current Graduate Member checklist includes an updated CV; proposer and seconder who are paid-up Corporate or Fellow members; certified degree, ID, KCSE and EBK Graduate Engineer documents; a passport photograph; and an application fee shown as KSh 1,500. The published annual subscription for Graduate Members is KSh 2,000, with other levies shown separately on IEK’s fee page.

Do not wait until the professional application to discover that you need proposers, records and membership in good standing. IEK branches, technical events, site visits, mentorship programmes and Professional Interview Preparation courses are useful precisely because they expose a graduate to engineers outside one workplace and to the standards expected at assessment.

Step three: obtain at least 36 months of real supervised engineering experience

The Act requires prescribed practical experience; the contemporary pathway is built around at least three years. Section 48 also prohibits an employer from engaging a Graduate Engineer in professional engineering work unless that graduate is under the supervision of a Professional or Consulting Engineer. Supervision is therefore not an optional favour arranged just before the interview. It is part of lawful professional development.

Good experience is not merely time served. A candidate should progressively encounter the engineering life cycle: problem definition and feasibility; data collection and analysis; design and calculations; drawings and specifications; cost and risk decisions; procurement or contract interfaces; construction or implementation; testing and commissioning; quality, safety and environmental control; operations, maintenance and post-project learning. Not every job provides every element, so the mentor and employer should identify gaps early and arrange rotations or supplementary assignments.

Keep a professional record from the first month

  • Maintain a chronological monthly log with no unexplained gaps or overlaps.
  • For each assignment, record the problem, your role, applicable standards, analysis, options considered, decision, result and lesson learned.
  • Distinguish what you personally calculated, checked, specified, supervised or approved from what the project team did collectively.
  • Record the supervising engineer’s name, EBK number and the period of actual supervision.
  • Retain non-confidential evidence: calculations, sketches, test results, programmes, minutes, risk assessments and commissioning records.
  • Obtain employer permission and anonymise client-sensitive information before using it in a report.
  • Track CPD, ethics, statutory knowledge, communication, leadership and commercial exposure alongside technical work.

A report written from memory after three years usually becomes a list of job descriptions. A report built from contemporaneous records shows engineering judgment – why one option was selected, how uncertainty was managed and what the candidate learned when reality differed from the design.

What if your workplace has no Professional Engineer?

Raise the issue immediately with the employer and EBK rather than inventing supervision later. The organisation may be able to assign a registered engineer across departments, enter a structured mentorship arrangement or place the graduate on rotations with an agency that has an approved scheme. An external mentor can guide development, but guidance should not be represented as direct supervision of work the mentor did not see. The evidence must remain truthful.

Step four: prepare for corporate membership and professional assessment

Section 16 of the Act requires three things for Professional Engineer registration: Graduate Engineer registration with the prescribed practical experience, a pass in the Board’s professional assessment, and corporate membership of IEK. IEK describes Corporate Membership as the grade for fully qualified professionals with at least three years of post-graduate experience who have passed the corporate membership examination.

Current IEK application information asks for an updated CV, proposers and seconders, certified identity documents, the graduate membership evidence, relevant EBK professional-interview or corporate evidence, at least three years of relevant experience as a Graduate Member and the published application fee. Because EBK and IEK assessment activities interact, candidates should attend the current pre-submission or Professional Interview Preparation briefing and follow the route communicated for that assessment cycle.

Step five: submit the Professional Engineer application

The Engineers Rules prescribe Form EBK 1. The statutory form requires two coloured passport photographs, IEK membership evidence, certified degree, EBK graduate certificate and identity document. It lists a KSh 10,000 non-refundable application fee. Applications and professional documents can now be handled through the engineer portal; use the live portal invoice and checklist, as annual licence, stamp or other charges are separate from an application fee and may be revised.

EBK’s harmonised report templates divide the evidence into a training-and-experience report and a professional project/design report. The first should demonstrate breadth and progression across the candidate’s career. The second should go deeply into work of sufficient engineering substance, showing data, design basis, calculations, standards, alternatives, risk, the candidate’s contribution, implementation and outcomes. A glossy project description with no personal engineering decisions is weak evidence.

Step six: administrative review, technical review and professional assessment

The Board first checks completeness and may return deficiencies. Referees and supervising engineers must be reachable and in good standing. The relevant discipline panel then examines whether the reports demonstrate adequate training and whether the project is suitable for assessment.

The Engineers Rules define ‘examination’ broadly to include a professional training report, professional interview, professional examination or a combination. In the present system, candidates should expect a technical professional interview based on their submitted work and knowledge of engineering practice, ethics, safety, law and responsibility. Current public guidance has provided that candidates who already hold IEK Corporate Membership may be exempt from a separate written component while still undertaking the interview; applicants must follow the specific instructions issued for their cohort.

A candidate should be able to defend assumptions, reproduce central reasoning without reading the report, explain what could fail, identify the standards and approvals used, and say honestly what was outside their responsibility. Panels are assessing professional maturity, not a memorised speech.

Step seven: registration is followed by licensing and continuing responsibility

After the Board approves a successful candidate, the engineer receives professional registration and must maintain the applicable annual practising licence and good standing. The 2019 Rules provide for an official engineer’s stamp for Professional and Consulting Engineers. The stamp is used to approve or certify engineering documents, which must also be signed and dated. It is not a decorative mark: it links a responsible engineer to work within the discipline and scope recorded in the register.

Professional registration expands responsibility. It does not authorise an engineer to sign outside their competence, lend a stamp to work not checked, or submit documents in another discipline. Continuing professional development, ethical conduct, accurate project registration where required and proper supervision of graduates become part of the professional obligation.

 

 

What has changed since Kenya Engineer’s 2016 guide?

Candidates relied heavily on examples and informal report advice. EBK has issued harmonised Part I and Part II professional-examination report templates and offers pre-submission guidance.
Interview capacity and preparation were persistent bottlenecks. EBK has publicised expanded interview panels, document-review clinics, agency-based workshops and registration training; IEK continues Professional Interview Preparation programmes.
There was no mature national structured internship route. The Graduate Engineers Internship Programme provides 36 months of supervised development; EBK’s strategic material records multiple cohorts and professional-registration outcomes.
The route for many B.Tech holders was contested or unclear. EBK has adopted a policy on pathways to registration and launched a university-based gap/conversion programme for eligible B.Tech graduates. Applicants must confirm the current institutions, intake and final recognition.
Professional identity relied mainly on certificates and the register. EBK has added engineer identification cards, official stamps and digital project-registration infrastructure to strengthen traceability.

 

How EBK is trying to accelerate registration

EBK has set a strategic intention to register 10,000 Professional Engineers over five years. Its public capacity-building programme lists standardised reports, training workshops, document-review support and expanded interview panels as measures to reduce avoidable delay. Agency-based training takes preparation to employers with large graduate populations instead of leaving every engineer to navigate alone.

The 36-month Graduate Engineers Internship Programme addresses a deeper problem: many graduates cannot accumulate assessable experience because they are placed in short attachments or jobs without registered supervisors. Extending structured public-service internship discussions from one year toward the three-year professional-development requirement follows the same logic.

The gap programme is the most significant academic-pathway change. It does not abolish the distinction between an engineering technology qualification and an accredited engineering degree. Instead, it offers a defined way for eligible B.Tech graduates to address specified academic gaps through selected universities and obtain a recognised conversion award. That is faster and fairer than leaving each applicant in indefinite case-by-case uncertainty, but the live programme terms must be checked carefully.

Acceleration should not be confused with lowering the standard. The safest improvement is to remove administrative ambiguity, provide templates, create supervised experience and schedule assessments predictably while preserving the requirement to demonstrate competence.

The mistakes that delay otherwise capable engineers

  • Joining a programme without checking the exact EBK accreditation status and cohort.
  • Waiting years after graduation to register as a Graduate Engineer.
  • Working without a Professional or Consulting Engineer who can genuinely supervise and certify the experience.
  • Remaining in one narrow operational task without seeking design, analysis, implementation, safety or project-responsibility breadth.
  • Recording employer activities instead of the candidate’s own engineering decisions and calculations.
  • Choosing a project report whose most important work was done by a consultant or supervisor, leaving little personal contribution to defend.
  • Writing reports from memory, with inconsistent dates, gaps, copied descriptions or confidential material that cannot be shown to the panel.
  • Submitting before referees have reviewed the chronology and confirmed that they can respond promptly.
  • Allowing EBK registration, IEK membership, CPD evidence or practising obligations to fall out of good standing.
  • Using an old checklist, fee or bank detail instead of the live EBK/IEK portal instruction.

A practical timeline from graduation

When What to do

After submission Respond to deficiencies quickly, prepare to defend the work technically and ethically, then maintain licensing, CPD and discipline-specific responsibility after registration.

 

For employers: registration is an organisational responsibility too

An employer that hires Graduate Engineers should know who supervises them, what competencies each assignment develops and how rotations will fill gaps. Annual appraisals should include the professional-registration plan. Project files should preserve evidence that graduates can later use without breaching confidentiality. Registered engineers need time and recognition for mentoring, report review and interview preparation.

This is not only staff development. Section 48 places legal weight on supervision, and organisations benefit when more employees can take accountable professional responsibility. Agency-based workshops and structured training agreements are therefore not peripheral HR activities; they are engineering-capacity infrastructure.

The enduring principle

The route to registration is easiest when it begins on the first day of an accredited programme and continues without long undocumented gaps: register early, work under real supervision, seek varied responsibility, record decisions as they happen, join the professional community and submit evidence that is both technically strong and completely honest.

Kenya needs more Professional Engineers, but it needs them for a reason. Roads, buildings, energy systems, water works, factories, digital infrastructure and medical technologies depend on people who can be identified, assessed and held responsible. Registration is not a certificate collected at the end of a career. It is the point at which an engineer publicly accepts that responsibility.
